Hill College Board of Regents holds June 2023 monthly meeting

On June 20, 2023, the Hill College Board of Regents met for the monthly regular session meeting.
The minutes from the May meeting and June Special Called Meeting were approved. The financial report was also presented and approved. The audit report for the 2022 fiscal year was presented and approved having met the necessary requirements for the state of Texas and federal government for institutions of higher education.
On June 8, 2023, the board appointed Bill Siddons III to the Board of Regents to replace Dr. William Auvenshine, who resigned from his position last month. Dr. Auvenshine served on the Hill College board for 11 years and the college is grateful for his service and dedication.
“The board is excited to welcome Bill,” said Board President David Teel. Siddons graduated from Hill College and then went on to earn a Bachelor’s in business administration from Southwest Texas State University, now Texas State University. He and his family are central figures in the Hillsboro community and own and operate Hill County Insurance.
“I am honored to be appointed to the Hill College Board of Regents. Hill College is a valuable asset to both Hillsboro and Johnson County and has provided quality, accessible, and affordable educational opportunities since 1923. As a graduate, I enjoyed my time there and look forward to supporting and promoting such a great institution,” said Siddons.
Hill College President Dr. Thomas Mills presented his report, including enrollment numbers, the annual employee appreciation lunches, a report on the Kids College summer programs, and personnel considerations.
New executive-level employees were introduced, including Vice President of Instruction, Irene Accomando; Executive Director of Information Technology, Kevin Rocha; and Executive Director of Institutional Advancement, Ashlee Ferguson.
The Texas Commission on Community College Finance legislation was passed and signed by the Texas Legislature and will go into effect on September 1, 2023, providing community colleges with primarily performance-based funding moving forward.
Updates on the continuation of campus maintenance were presented. The bid for the electrical upgrades for the Bailey Residence Hall was revised with a proposed cost of $170,000. As part of the renovations to the Texas Heritage Museum to meet accreditation requirements, the museum presented a proposal to install smoke detectors in the HVAC vents in the building at a cost of $2,920. The requests were approved.
Dr. Mills also presented updates on the College National Finals Rodeo. Hill College athlete Parker Fleet placed eighth in saddle bronc riding.
Chief Financial Officer Billy Don Curbo presented two considerations of approvals of bids. The first to continue the contract with Great Western Dining, who provides campus meal services for students. The second to extend the SSC Services for Education agreement to include both the Hill County and Johnson County campuses. The motions were approved.
Vice President of Instruction Irene Accomando presented four considerations of approvals for affiliation agreements for the Health and Public Service programs providing clinical sites for students.
Vice President of External Affairs Jessyca Brown presented a consideration of approval for the addition of Amber Witte as a member of the Johnson County Campus Advisory Board. The motion was passed.
Members present: Kent Eubank, Jolene Lehman, Dwight Lloyd, Tony Marley, Jennifer Nowlin, Kevin Ray, Bill Siddons III, and David Teel. Members absent: Karen Brackin, Bill Galiga, Dr. Allan Lane, and Rick Sullins.
The Hill College Board of Regents meets the third Tuesday of every month.
